The KCDP located in the south east direction from Dhangadi, the district headquarter of Kalali District. The project was established with the aim of focusing the enrolment of Tharu community children at schools who were as Ex-Kamaiyas (ex-bonded labors), so as to provide literacy speed and generate the income in their households.

KCDP is established in 2007 at Ex-Kamaiya camp of Pathraiya VDC-8, Baklauwa. In the beginning phase it was focused on educational development program. In 2009, it was given the name as KCDP. The purpose was to educate children with educational awareness to the community. Fish farming is as taken as the main income generation activity.
